Yes, sexualization often happens in a derogatory fashion, but I have seen examples of that being turned on its head for the benefit of the disabled, like Gimps Gone Wild. It really depends on the context. That Derpy example doesn't really seem all that derogatory to me, it's just a mentally challenged anthro pony trying to look sexy. If the drawing showed her being abused by other ponies while they were saying stuff like "ha ha retard slobbering on my dick", then yeah, you could argue that there's an attack on the disabled in there.
