Generally one wouldn't be stupid enough to keep a child in a dog cage in plain view, especially when caseworkers come by, but generally one doesn't keep children in dog cages ever. Somebody noticed it, and filed a complaint about it. A previous article mentions that the family lived in a trailor; not a lot of room to hide a dog cage there. His father, who killed him, led police directly to the body--not exactly sensible action for someone who murdered their own child. The article also said that the state had no idea that the boy was gone for a full two years after his death, until his body was found. Like Notanoni said, a check means actually checking on the condition of the child--not just taking the parents at their word that nothing is amiss. And (I hate to even mention it again) but in every state I've lived in, when a child leaves the public school system an alternate program needs to be documented. That program can be totally batshit religious ranting, but there has to be something in place to show some kind of education going on, and there clearly could not have been in this case. And that may not even be CPS's responsibility, probably the Dept. of Education, but the state failed on at least two counts here. - rae wrote:

You have a point. However, I think what CPS does is generally depressing work. Even when cases work out "adequately," as you say, they probably removed a child from their home or mediated some kind of dispute. Generally that's considered gossiping about your neighbors, and not newsworthy. And it's hard not to get frustrated about things like this, when there was ample opportunity to stop something tragic and allegations were simply deemed "unsubstantiated." | The parents, when CPS was going to arrive, might have let him out of the cage while CPS was around and threatened him with punishment if he let it show. Things like this as sad as they are get around well-meaning individuals and organizations all the time.
It's so sad.
Also my cousin was homeschooled, there was no way her mom and dad would have taught her past the third grade. She logged into the computer to take tests and stuff. | |
