According to Wikipedia, the age of consent in Germany is 14, provided the other partner isn't over 21. However, if a person is not mentally or otherwise impaired, 18 is the age at which they are free to make their own decisions, without interference from their parents or the State.

In other words, what this guy is doing would appear to be illegal, and I can't understand why the police wouldn't interfere. On the other hand, it seems the relationship was consensual, so perhaps they take these things on a case by case basis.

That's exactly what the "Consent" in "Age of Consent" means, yes.

No. The German article elaborates a little.
If a parent or legal guardian feels the relationship is inappropriate and wants to take action against it, they can get an expert (psychiatrist or something, I suppose) to evaluate their kid. If this expert then determines that the teenager is not mentally mature enough or otherwise unfit for "sexual self-determination", meaning the adult would have been taking advantage of someone who's easily coerced, then the parents can press charges.

This only goes for teenagers between 14 and 16, and only if their partner is over 21. The only way this boyfriend here could have got in legal trouble is if he was in a position of authority over her (teacher, counselor, etc) or giving her money for it. The police were right, they had no room to move.

Unfortunately, the bit that makes this interesting is not mentioned in this article, but was mentioned in our paper, namely the fact that the girl now wrote a letter to the prosecutors saying it was coercion and rape. But I can't find that online.
