I guess shopping carts aren't secured the same way where you live (the USA?) as here in Europe. To explain: supermarket shopping carts are attached to the one in front of them by a little chain, and you have to put a 1€ coin in the slot to detach one from the queue:

Usually, that's the exact moment where you discover you don't have your 1€ coin, thus starting a fight between you and your spouse, and much wandering around the parking lot begging some change from other shoppers.

The important part: when you've finished shopping, you then have to bring back your cart to the queue of carts to reinsert the chain and get back your coin. You can't reinsert the chain of your own cart into the slot, because it's too short. But it doesn't prevent most people to always try (and break a nail trying), even if they know better, and be disappointed by the failure. Thus the reactions of ZoZo or Verandering:

No, they pay people to wander around the parking lot and collect them.

Yeah, in the US, you're trusted to return your shopping cart to a rack on your own, and then some employee wheels them inside the store for customers to use. No locks.

Well, there are locks on the carts...they're just wheel locks that will engage if the cart leaves the perimeter of the store's parking lot.

Well, you don't have to pay for your carts. The coin pops back out when you put another cart's key-thing in, plus, there are chips for that purpose.
It's also not supposed to prevent theft. All it's meant to do is make people bring their carts back and not leave them all over the parking lot.
