Well, you don't have to pay for your carts. The coin pops back out when you put another cart's key-thing in, plus, there are chips for that purpose.
It's also not supposed to prevent theft. All it's meant to do is make people bring their carts back and not leave them all over the parking lot.

That would actually be pretty awesome. I've had to go and help push carts outside when our cart attendants get behind. It sucks.

Asda gives them both the £1 deposit slots and the wheel locks. I suppose they expect a fairly pikey clientele.
