You're assuming an awful lot. It was legal to go around topless where they were demonstrating. So, it wouldn't be much of a stretch at all to say that if people were sexually harrassing them, they could ask the police to intervene. Had the police not bothered to intervene, it would've been more political ammunition for the cause.
