Since most non-medical people generally can't tell just by looking at someone what does and doesn't constitute a crisis, no you're not going out on a limb. If presented with a collapsed pregnant woman who was in extreme pain, I would ask if there was a doctor or nurse available (or EMT), and, if none were, I would call 911 and tell them to get the shit over here ASAP.

Those two EMTs should have been fired the next day.

And then they should have been arrested for murder.

Then again, there's the option that THEY ARE LYING.
