It specifies that a woman cannot be prosecuted for arranging a legal abortion.

The problem is that they don't define what qualifies as an "intentional, knowing, or reckless act" and leave that up to the prosecutors.

So, conceivably, a pregnant woman failing to wear their seat belt could be called a reckless act. Failing to get proper pre-natal care could be reckless. A woman who is a victim of domestic violence who returns to her abuser could be reckless.

Utah, I know you're the most hyper-conservative state in the land. You don't need to keep proving it.
