This reminds me of those dark days in Russia when public servants didn't get paid for months on end. What saved the country from total collapse was that the teacher still went teaching because the school at least had heating, and they would get a cabbage from the farming mother of a kid and a bucket of coal from the mining father of another kid, exchange the cabbage for a loaf of bread that a policeman had received as a bribe, burn half the coal in the stove, exchange the other half for cigarettes, then go back to school the day after and have their shoes resoled from the father of another kid...

See, no worries. Like I said, anytime some government sector (in this case a city) suspects that it might not get everything it wants from further up the chain -- or, more often, that it might not get everything quickly enough -- out come the doomsday scenarios. And the media grab on to almost every single one, eager to get people panicking. "Libraries Will Close! (...unless the budget passes)" isn't all that different from "There's a Killer Lurking in Your Home! (...if you bought a black-market cougar)" really.
