Since this is Movie mewtwo, I don't understand why he can't just use mind control to sire a child, since he apparently controlled Nurse Joy in the first movie for a significant period of time, and she could remember none of it when "awakened."

Finally, Mewtwo knows what it's like to be a freak and one-of-a-kind, do you really think it would be willing to create a child that will need to go through the same trials, but worse?

In addition the Movie Mewtwo, had access to a cloning facility, that can produce enhanced versions of the original Pokemon "donor"...
In this case, why can't Mewtwo clone himself...?
(O.K, the origin of Mewtwo in the first movie, is that he was created from DNA extracted from Fossil Mew, by researcher's effectively working for Team Rocket's boss, Giovanni, & as a result, he may not be fertile...).
