Oh please, the conservatives at the top of the food chain could close the US's borders any time they wanted to, they keep the aliens around intentionally so they can use immigration reform as a distraction from all the issues that actually matter. Just like they do with abortion.

I actually do understand what Penguin meant, now, although I agree with Jay that it's more about the assumption that brown person = illegal than about actual illegality.
