Unless they immediately destroy and properly dispose of that 30%, we can almost <i>expect</i> some of them to go to other countries, and possibly terrorists.<br /><br />At least this means the production rate to replace old warheads (many often have a fairly short shelf life) should go down. That's the nice thing about having a big intercontinental bomber: You can load it up with smaller, laser-guided conventional bombs, and it will stay up there all week without having to come down to refuel and reload. This provides ground forces with a 911 line to close air support.
