An impressive 57% of Italian electors has chosen to exercise their costitutional rights and vote to prevent the construction of nuclear power plants in Italy.

Italians have begun voting in the world's first nuclear power referendum since Japan's Fukushima disaster, a vital ballot that represents a trial of strength between Italy's increasingly beleaguered prime minister, Silvio Berlusconi and his critics.

A majority yes vote could block his dream of generating a quarter of Italy's electricity needs with nuclear power. But the outcome of the ballot will only be valid if there is a turnout of at least 50% and Berlusconi's rightwing government has been doing all it can to limit participation.

"All it can" includes but is not limited to changing the law in question, then claiming that because the text of the law had been changed, the referendum was now "pointless" and should be ditched. It includes but is not limited to sending out the voting forms to the Italians living abroad, then changing the text of the referendum and hinting that because the text had been changed, their votes might be null and void. It includes but is not limited to collecting the turnout data on Sunday at 11.30 instead of 12:00, artificially lowering the projected values and giving the impression of a lower turnout. It includes but is not limited to announcing on Monday morning that the critical turnout had been reached, in the hope of dissuading more voters to show up. It includes but is not limited to Berlusconi announcing on Monday evening that the goverment has been rethinking its policy in the wake of the recent events and the plants won't be built after all.

This deserves telling the whole story. Nuclear power had been banned in Italy since 1986 with another referendum, right on the heels of the Chernobyl disaster, but Berlusconi is not one to pass a chance of building something with public money. A law allowing the construction of "modern, safe plants" (read: third-generation PWR plants) was passed last year. Then a ragtag assortment of "green", left, anti-Berlusconi groups started collecting signatures to hold the referendum. Then Fukushima happened (Berlusconi and earthquakes, they have history). Then the government said "Oh, cazzo" and voted a five-years freeze on the construction of new plants.
Then it claimed that because of the freeze there was no need for a referendum.

But this is not what makes me happy the most - I'm not rabidly against nuclear plants.

What has me Popular vote eighty-sixes (twice!) nuclear plants in Italy... 961878 is that there was another referendum at the same time, one which might not have reached the turnout if it had not been for the togetherness with the nuclear one. It voids the 'legitimate impediment' law, which "allows top government officials to avoid appearing in court when citing their work commitments".

You might have heard of Rubygate and bunga-bunga. The gist is, Berlusconi's line of defence is to postpone trials indefinately because "I have to attend the G8", "there's a meeting of the Ministries that I really have to presiede", "My friend Putin feels lonely", and "I've left the oven on".
