One has to ask where this man's superiors were through all this. He had to have been seen or caught or something prior to this. Breaking in 82 times? At least three rapes and one murder prior to this? Where are your standards Canada?

Yeah. I mean, I can't speak for the Canadian air force but by the time you've got command of an airbase your superiors don't necessarily live anywhere near you, and are primarily concerned with you running the base properly. And that is usually hashed out in terms of quotas. Generally it's trusted that people who've reached the rank of colonel or brigadier general can be trusted with a great deal of responsibility without the same sort of supervision you'd expect to be put over the lower ranks. However, just in case, there's always the Inspector General, SARC, and so on... but most of these rely on the victim contacting the authorities. There are many protections in place, at least in the US military, for victims and whistleblowers, but the problem is being able to contact them in the first place. Avoiding the Canadian equivalent is probably why this shitstain murdered the victim.

Williams will apparently end up in the special handling unit at Kingston Penetentiary, since his life expectancy in the the general population likely wouldn't be good. It's a reasonable guess he will die in prison as he won't be eligible for parole for 25 years, and his chances of getting parole are slim at best.
