No way on Earth that this will pass Constitutional muster. Clearly an unreasonable search. I resent all the money that will be wasted on getting it bounced.

My guess is the Jan Brewer (Arizona's Governor) knows the Supreme Court will bounce it, but signing the bill lets her look good to her constituents and will allow her to raise more money.
